Job summary

Reading Borough Council is seeking a Property Officer - Supported Living to improve housing standards and ensure safe, high-quality accommodation for adults with care and support needs in Reading.

You will work with landlords, providers and Adult Social Care teams to enhance independence and living conditions across the borough.

Qualifications

  • Experience in housing, property management or supported living.

  • Knowledge of housing standards, compliance and property inspections.
  • Understanding of Adult Social Care and housing's role in independence.
  • Strong communication and relationship-building skills.
  • Ability to work independently and manage competing priorities.
  • Excellent customer service and proactive problem-solving.
  • Good IT skills and confidence with electronic systems.
  • Full driving licence and ability to travel around Reading

Responsibilities

  • Monitor gas, electrical and fire safety documentation.
  • Collaborate with landlords to resolve issues and improve accommodation quality.

  • Produce monitoring reports and maintain accurate records.

Reading Borough Council is seeking an experienced and proactive Property Officer - Supported Living to help ensure adults with care and support needs have access to safe, suitable and high-quality accommodation.

This is an exciting opportunity to work at the heart of Adult Social Care and Housing, supporting people with learning disabilities, autism, mental health needs and other care and support requirements to live independently in their own homes.

About the role

As Property Officer - Supported Living, you will work closely with landlords, housing providers, commissioners and Adult Social Care teams to improve accommodation standards across Reading. Key responsibilities include:

  • Building and maintaining positive relationships with private landlords, registered providers and supported housing organisations.
  • Carrying out property inspections to assess suitability and compliance with housing standards.
  • Monitoring property safety documentation, including gas, electrical and fire safety requirements.
  • Working with landlords and providers to resolve property issues and improve accommodation quality.
  • Visiting tenants in their homes and providing reports and recommendations following inspections.
  • Advising Adult Social Care teams on housing and accommodation-related matters.
  • Supporting work linked to supported housing regulation and quality assurance.
  • Producing monitoring reports, maintaining accurate records and identifying opportunities for service improvement.
  • Assisting with landlord engagement activities, forums and awareness campaigns
About you

We're looking for someone who has:

  • Experience working within housing, property management, supported housing or supported living.
  • Experience of working with landlords, housing providers and partner agencies.
  • Knowledge of housing standards, compliance requirements and property inspections.
  • An understanding of Adult Social Care and the role housing plays in supporting independence.
  • Strong communication, negotiation and relationship‑building skills.
  • The ability to work independently, manage competing priorities and maintain accurate records.
  • Excellent customer service skills and a proactive, solution‑focused approach.
  • Good IT skills and confidence working with electronic systems.
  • A full driving licence and the ability to travel across Reading and surrounding areas when required
