Job summary

Thames Water is seeking a Project Quantity Surveyor to manage a portfolio of major infrastructure projects from Reading on a hybrid basis. You will ensure contractual compliance, optimise value for money, and oversee payments and change control across diverse schemes.

The role requires extensive pre/post-contract commercial management, strong negotiation skills, and a drive toward Chartered status. You will work with cross-functional teams to protect financial performance and drive project

Qualifications

  • Extensive experience in commercially managing a portfolio of projects, pre and post-contract.
  • Degree in Quantity Surveying or equivalent.
  • Desire to progress Chartered Status.
  • Strong negotiation and dispute resolution skills.
  • Understanding of water regulation (OFWAT).
  • Excellent relationship-building and communication skills.
  • UK driving licence with own transport.

Responsibilities

  • Provide Commercial Assurance on major projects and programmes contracts.
  • Negotiate and agree project tenders for assigned portfolio.
  • Ensure payments are timely and in line with contracts.
  • Assess change and extensions under contract terms.
  • Maintain contractual compliance and report variances to stakeholders.
  • Support budget management and spend optimization.
  • Attend monthly site meetings and manage project accounts.
  • Assist senior QS in resolution of claims as needed.

Based in Reading, this full-time Project Quantity Surveyor role with Pertemps Thames Water carries a competitive salary between £54,000 and £64,000, dependent on experience. You will oversee a project portfolio with limited oversight, ensuring contractual compliance and optimal value. Duties span commercial assurance on major programmes, negotiating tenders, verifying timely payments, and assessing change or extensions under contract terms. Projects range from £25,000 to £200 million in contractor value, offering considerable variety. Suitable candidates will possess strong negotiation and analytical abilities, alongside solid contract knowledge. This position suits a surveyor prepared to work autonomously on substantial infrastructure schemes while maintaining rigorous financial control and reporting standards. We have an exciting opportunity for a Project Quantity Surveyor who will be responsible for managing a portfolio of projects with minimal supervision to ensure that value for money is achieved alongside contractual compliance. You could have the opportunity to work on a variety of projects ranging in contractor value from £25k to £200M during your career at Thames Water.

What you’ll be doing as a Project Quantity Surveyor
  • Providing Commercial Assurance of Major Projects and Programmes Contracts.
  • Negotiating and agreeing Project Tenders on assigned Portfolio.
  • Ensuring that payments are made on time and in accordance with the Contract for your given portfolio of Projects.
  • Assessing the Quantum of Change and/or Extension of Time under the relevant Contracts on the assigned portfolio.
  • Ensuring that appropriate processes are in place and monitored on your Projects to ensure that Contractual Compliance is maintained and advising stakeholders if any non-performance is identified and corrective actions implemented as necessary.
  • Supporting the management and optimisation of budgets and spend on the portfolio of Projects.
  • Attending monthly site meetings on-site.
  • Collecting the relevant Contracts on the assigned portfolio.
  • Auditing and agreeing on Project Accounts.
  • Supporting the Senior, Principal or Managing Quantity Surveyor with the resolution of Claims as necessary.
What you should bring to the role
  • Have extensive experience in commercially managing a portfolio of projects, both pre and post-contract.
  • Hold a degree in Quantity Surveying of equivalent.
  • Have a desire to work towards gaining Chartered Status.
  • Be confident in negotiation and have some dispute resolution skills.
  • Understand water regulation (incl. OFWAT Price Review methodology)
  • Be excellent at building and maintaining relationships.
  • Have strong communication skills.
  • Mentor junior team members.
  • Hold a full UK Driving license and have your own transport.

Base Location: Reading – Hybrid. Maple Lodge - Hybrid Working Pattern or hours: 36 hours
