Job description

Join to apply for the Procurement Manager role at Transport for London.

Package – Salary circa £60k plus generous benefits including Final Salary Pension, free travel on the TfL network, discounted Network Rail travel, Healthcare options & staff discounts schemes (further detail below).

Location – Most programmes are based in Central London, with the Trams Programme based in Croydon.

The roles are on a hybrid working pattern, currently 50% office attendance.

Contract Type – TfL/Permanent.

About The Team

The Procurement & Commercial (P&C) team manages critical systems, digital services, asset refurbishment, and revenue-generating services, overseeing a £6bn+ spend to support London's transport needs. We focus on strategic procurement, ensuring value and efficiency across various categories including professional services, fleet maintenance, infrastructure, and operational services.

Key Responsibilities
  • Develop procurement strategies and category plans based on stakeholder requirements and market intelligence.
  • Manage end-to-end procurement processes, including tendering, supplier evaluation, and contract award, adhering to governance standards.
  • Lead risk assessments and develop appropriate supplier assurance measures, ensuring HSQE compliance.
  • Utilize e-procurement tools and standard contracts to streamline processes and ensure fair evaluation.
  • Negotiate contracts, analyze commercial data, and establish clear contractual responsibilities and remedies.
  • Maintain accurate records of procurement activities and ensure compliance with delegated authority and probity standards.
Skills and Knowledge
  • Proven procurement management skills, including planning and delivering contracts.
  • Understanding of contract law, risk management, and supplier relationship management.
  • Strong negotiation skills and knowledge of legal and regulatory frameworks.
  • Experience with HSQE policies and applying them in procurement processes.
  • Extensive experience in managing major projects or programmes, ideally within transport or regulated industries.
Qualifications
  • Membership of CIPS, MRICS, FRICS, or equivalent, or working towards such qualifications.
  • Degree-level education or equivalent.
