Job summary

NHS Lanarkshire is seeking an experienced Procurement Manager to lead procurement activities for Digital, ICT and technology-enabled services. You will work with Digital Services, clinical teams and senior stakeholders to deliver value, governance and compliant contracts.

You will develop sourcing strategies, manage complex exercises and advise budget holders. A relevant procurement qualification and degree are expected, with a full UK driving licence.

• Knowledge of Public Contracts (Scotland) Regulations 2015 and Procurement Reform (Scotland) Act 2014.
• Strong leadership and stakeholder management abilities.

NHS Lanarkshire is seeking an experienced and forward-thinking Procurement Manager to lead the procurement of innovative digital and technology solutions that support the delivery of modern healthcare services.

This is an exciting opportunity to play a key role in the procurement of Digital, ICT and technology-enabled services across one of Scotland's largest NHS Boards. Working closely with Digital Services, clinical teams and senior stakeholders, you will help deliver solutions that improve patient care, enhance operational efficiency and support the organisation's digital transformation ambitions. You will be responsible for managing complex procurement exercises, supporting service redesign and transformation projects, developing sourcing strategies, and ensuring the effective management of contracts and supplier relationships.

The Role

As Procurement Manager, you will manage procurement & commercial activities in relation to the Digital, ICT and technology-enabled category of the Board’s spend, including regulated tenders, implementation of national contracts, and ongoing contract management thereafter.

In this key role, you will:

• Supporting the Board’s over-arching procurement strategy by planning, managing and implementing contracts, this will involve ongoing prioritisation of activity to ensure maximum value for money is being achieved within pre-defined resources.
• Carrying out tender activities in accordance with the Standing Financial Instructions and relevant public contracts legislation.
• Ensuring the integrity of the supply chain at all times.
• The development and implementation of Procurement Strategies for the assigned spend category and NHS Lanarkshire’s key suppliers.
• Provision of professional advice and guidance to management and budget holders on all aspects of procurement of goods, services and public works contracts.
• Representing NHS Lanarkshire on National Procurement Commodity Advisory Panels and other national activities, ensuring subject matter experts within the Health Board engage with these panels either directly or indirectly.
• Liaison with NSS National Procurement on contract, compliance and governance matters.
• Identification of potential areas for expansion of the scope of the service.
• Providing a key input into the Board’s ongoing improvement plans, including in relation to the Procurement & Commercial Improvement Plan (PCIP) and Sustainability and Value programmes.

The post holder will have freedom to act within the parameters of the Standing Financial Instructions and Scheme of Delegation and associated standard operating procedures developed within the Procurement Departmen.

What You’ll Bring:

We are looking for a procurement professional who can combine commercial expertise with excellent stakeholder management skills.

You will have:

• Significant experience of managing procurement exercises and contracts.
• A good working knowledge of modern Procurement Systems and aptitude for achieving objectives within an area of intensity and competing demands.
• Knowledge and experience of how to apply the requirements of the Public Contracts (Scotland) Regulations 2015 and Procurement Reform (Scotland) Act 2014.
• A high level of competence in critical leadership behaviours.
• Experience working with stakeholders to develop procurement strategies and business requirements.
• Strong commercial, negotiation and contract management skills.
• Excellent communication and relationship management abilities.
• Degree-level education and a relevant procurement qualification, ideally CIPS Level 5 or above.
• The ability to influence, challenge and support senior stakeholders in a complex environment.
• A driving licence is required; this must be a full UK/EU/EEA licence.
