Job summary

Balfour Beatty Ground Engineering in the UK is seeking a Pre-Construction Manager (Enabling & Earthworks Readiness) to lead readiness planning for major enabling and earthworks at Sizewell C. You will coordinate multiple functions to ensure prerequisites for mobilisation are defined, managed, and ready in time.

The role requires strong programme management, constructability awareness, and a track record in complex, highly regulated projects, with a focus on interface leadership and risk

Qualifications

• Degree in Civil Engineering, Construction Management, Project Management, or a related discipline.
• Professional membership of a recognised institution (ICE, APM, CIOB, or equivalent) desirable.
• Significant experience in major infrastructure, nuclear, rail, highways, energy, or large-scale construction projects.
• Proven experience in pre-construction, construction readiness, project management, or mobilisation leadership.
• Experience managing enabling works and earthworks programmes on complex projects.
• Demonstrated experience of coordinating multidisciplinary teams and interfaces.
• Experience working within highly regulated environments.

Responsibilities

• Develop, implement, and maintain comprehensive readiness plans for enabling and earthworks activities.
• Identify all pre-construction requirements, dependencies, constraints, assumptions, and milestones necessary to support construction readiness.
• Establish and manage readiness gates and assurance processes for work package commencement.
• Coordinate cross-functional readiness reviews and track actions through to closure.
• Ensure alignment between readiness activities and the integrated project programme.
• Coordinate readiness of design information to support construction preparedness.
• Lead readiness activities for major enabling works including: Site establishment, Temporary works and construction logistics, Utilities diversions and protections, Access roads and infrastructure, Environmental mitigation works, Earthworks, excavation, and bulk material movement operations.
• Verify that construction methodologies, sequencing, resource strategies, and logistics arrangements are adequately developed and approved.
• Ensure construction teams receive fully prepared and viable work fronts.
• Support constructability reviews to confirm proposed designs, methodologies and sequencing are practical and aligned with delivery requirements.
