Job summary

Harlow District Council, with Essex County Council support, seeks a proactive Pre-Construction Project Officer to back the housing planned works programme. You will provide essential administrative and coordination support across the procurement lifecycle for occupied council homes, including high- and low-rise blocks.

The role requires on-site presence 2–3 days per week, liaising with internal and external stakeholders, and drafting tender briefs while maintaining compliant documentation

Qualifications

• Experience in administrative, coordination or support role within a commercial or construction environment.
• Understanding of public sector procurement and contracting is advantageous.
• Strong organisational skills with ability to manage multiple tasks and priorities.
• High attention to detail with good IT skills, especially Excel.
• Experience in a Local Authority or public sector environment is beneficial.

Responsibilities

• Provide administrative and coordination support across the Preconstruction Service for multiple projects.
• Maintain systems and trackers to record activities and progress.
• Coordinate planning, commissioning and contracting tasks with internal/external teams.
• Assist with drafting service and works documents and tender briefs.
• Support handover of developed works briefs to procurement and delivery teams.
• Maintain project files, risk logs and compliance information.
