Job summary

The Animal and Plant Health Agency (APHA) is looking for a PMO Manager to lead a large, complex programme within the Change Directorate. You will establish proportionate standards, controls and reporting to ensure delivery is well governed, transparent and focused on agreed outcomes.

Working with the Senior Responsible Owner and key stakeholders, you will provide PMO advice, insight and assurance throughout the programme lifecycle—from business case development through delivery, change readiness

Qualifications

• Lead a PMO function in a complex programme or portfolio.
• Strong knowledge of programme controls: planning, governance, assurance, reporting, risks, issues and change control.
• Experience with financial management: budgets, forecasts, cost monitoring and financial risks.
• Experience in supporting business cases, benefits tracking and resource management.
• Ability to translate complex programme information into clear reporting and recommendations.
• Strong leadership, communication and stakeholder-management skills.

Responsibilities

• Lead the PMO function and develop its team, setting standards, priorities and delivery expectations.
• Establish and improve controls for plans, milestones, dependencies, risks, issues, decisions and reporting.
• Maintain governance and coordinate assurance, including gateway or independent reviews when required.
• Oversee integrated plans, milestone reporting, dashboards and performance information for senior leaders.
• Set standards for identifying and escalating risks, issues and dependencies and link to decisions and delivery plans.
• Support business cases and benefits tracking to inform prioritisation and investment decisions.
• Coordinate budgets, forecasts and resource information with finance and delivery colleagues.
• Build strong stakeholder relationships and provide practical support and insight for delivery.
• Drive continuous improvement of PMO processes, reporting and best practice.
