Animal and Plant Health Agency (APHA) is seeking a PMO Manager to lead a large, complex programme and establish proportionate standards, controls and reporting to ensure delivery is well governed, transparent and outcomes-focused.

This leadership role, within the Change Directorate, will provide senior leaders with reliable management information, clear escalation routes and evidence for timely decisions while aligning with APHA and Defra priorities.

Formación

• Experience leading a PMO function in a complex environment, delivering effective governance and delivery.
• Strong knowledge of programme controls, planning, governance, assurance, reporting, risks, issues and dependencies.
• Extensive experience in financial management: budgets, forecasting, cost monitoring, and investment justification.
• Experience supporting business cases, benefits realization, and resource alignment to priorities.
• Ability to translate complex programme information into clear reporting, insights and recommendations for senior decisions.
• Demonstrated leadership, communication and stakeholder-management across boundaries.

Responsabilidades

• Lead the PMO function and develop the team, setting standards and priorities across the programme.
• Establish and improve controls for plans, milestones, dependencies, risks, issues, decisions, change, benefits, resources and reporting.
• Maintain governance and coordinate assurance, including gateway or independent reviews.
• Oversee integrated plans, milestone reporting, dashboards and performance information for senior leaders.
• Set standards for identifying, managing and escalating risks, issues and dependencies.
• Support creation and maintenance of business cases and approvals, track benefits and outcomes.
• Coordinate budgets, forecasts, actuals and resource information with finance and other functions.
• Build strong relationships with stakeholders and delivery partners, providing support and insight.
• Improve PMO processes, products and reporting; share good practice across the delivery community.
• Provide practical delivery support that turns strategy into delivery with focus on outcomes.
