Job summary

Hyndburn Borough Council in Accrington is seeking a Planning Manager (Development Management) to lead complex planning applications and drive service improvements. The role reports to the Head of Planning and Transportation and requires RTPI membership, strong negotiation skills, and budget oversight.

The position offers a hybrid working pattern with responsibilities across enforcement and development control, aiming to deliver a proactive, customer-focused service for residents and applicants

Qualifications

Member of RTPI with excellent knowledge and experience of planning and development control.
Computer literate and able to use development control IT systems.
Able to manage people and budgets; strong negotiation skills and stakeholder engagement.

Responsibilities

Oversee delivery and continuous improvement of the development management service including planning enforcement.
Personally handle more complex planning applications and complex cases.
Work with the Head of Planning and Transportation to ensure an efficient, proactive and customer-focused service.
Engage with the Council, residents, applicants and elected members to deliver results and improvements.
