Overview

The London Borough of Harrow is seeking a Planned Investment Manager to join its Housing Asset Management Team. In this pivotal role, the manager will be responsible for planning, procuring, and delivering a comprehensive Capital Programme across the housing stock, while also managing the associated capital budget. The position involves overseeing the procurement and management of contractors, as well as the performance management of staff. A key aspect of the role includes working closely with the leasehold specialist to lead the complex S20 consultation process, ensuring risks are effectively managed to minimise any loss of capital income. This is essential to maintaining investment in the Housing Revenue Account and supporting the delivery of services within the Housing Department. The postholder will also lead the programme planning function by ensuring the effective use of data systems, particularly the stock condition system, which supports the development of annual and five-year programmes, as well as 30-year business planning. This data is critical for shaping future maintenance strategies and reducing reliance on responsive repairs.

Educated to degree level or equivalent or has the equivalent relevant work experience.
Demonstrable continued learning in all issues relating to health and safety and statutory requirements in the construction field.
A Professional qualification eg, RICS etc.
Knowledge of the issues involved in providing a technical client role for housing investment purposes.
Knowledge of good practice in commissioning and procurement and value for money in matters relating to the delivery of the capital programme.
Knowledge of current housing issues at national, regional and local level, particularly those relating to housing investment.
Experience of partnership working with contractors and agencies in the
public and private sectors.
Demonstrable success in effective people and resource management a Programme and project management skills.
High level communication and negotiation skills.
Ability to accurately assess a problem and effectively arrive at an excellent solution
Excellent report writing and presentation skills.
