Job Introduction

The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016, requires Councils to ensure that all candidates applying for customer-facing posts are assessed for their English fluency.

The job profile specifies the level of fluency expected; therefore, applicants should provide relevant examples in their application.

The Payroll & Pension Liaison Service is recruiting a Payroll Officer to contribute to a high-performing payroll service. The successful candidate will work as part of a friendly, supportive team, reporting to the Payroll Team Manager. Responsibilities include processing payroll for several Council Departments and providing high-quality advice on payroll matters.

Key Competencies
  • Demonstrate high numeracy, literacy, and accuracy across activities.
  • Process high volumes of data for weekly and monthly payrolls, ensuring compliance with policies, procedures, employment laws, pensions, and HMRC legislation.
  • Handle statutory payments such as sickness, maternity, and paternity, including tax and national insurance calculations.
  • Meet strict payroll deadlines and manage workload effectively.
  • Communicate effectively with employees and managers regarding payroll issues.
  • Proficient in Microsoft Outlook, Word, and Excel.

Experience in a payroll environment is highly advantageous. Candidates must demonstrate how they meet the key competencies and be willing to develop others.
