Equans is looking for an Operations Manager to join the team in Burnley on a permanent basis.
This is a full-time role working 37.5 hours per week. On offer is a competitive salary, company vehicle or allowance, bonus, and benefits package.
This is an onsite role, based at Alert House, Burnley.
Reporting to the Account Director, you will be responsible for the day-to-day management of commercial and contractual compliance of FM services at Blackburn and Lancashire schools. Your goal will be to ensure all services are provided to the required standard and meet the specific requirements of the FM Contract and Authority Requirements.
The post holder will also be responsible for minimizing performance deductions by effectively delivering the hard and soft services elements of the contract and responding promptly to issues in accordance with the Project Agreement. Additionally, you will develop effective processes and procedures within the department and demonstrate a commitment to Behavioural Safety and a Safety-First culture.
What will you deliver?
- Lead the on-site senior management team, delivering to service levels within budgets.
- Implement the business strategy in the service area, achieving service objectives and profit while maintaining high customer satisfaction.
- Provide leadership and guidance to enhance team performance through consistency and innovation.
- Oversee all FM operations, including hard and soft services.
- Manage all aspects of Technical compliance, including planned and reactive tasks.
- Manage the onsite technical team, including handling sickness, absence, holidays, appraisals, and performance management.
- Produce monthly reports and ensure minimum service and unavailability deductions.
- Ensure compliance with policies, procedures, codes of practice, and statutory requirements, maintaining professional standards.
- Develop and implement a dynamic planned preventative maintenance system to adapt to changing service and equipment demands.
- Act as Technical Adviser regarding engineering services management and contingency planning.
- Ensure risk assessments and method statements are in place for services.
- Keep the CAFM System up to date and ensure all tasks are completed within project agreements.
- Control expenditure and income to meet budgets and maximize efficiencies while maintaining quality standards.
- Manage subcontractors proactively to deliver services cost-effectively and on time.
- Ensure staff are trained and aware of health and safety responsibilities.
- Take responsibility for Water Safety and Fire Safety, including annual Fire Risk Assessments.
- Attend and assist at end-user/client meetings, ensuring actions are completed.
- Set objectives and targets for staff, ensuring their achievement.
- Contribute to team development, including performance assessment, mentoring, and recruitment.
- Conduct regular audits to ensure service standards and compliance, including ISO & OHSAS standards.
- Act as on-call duty manager as required.
- Support the Account Director in contract delivery and growth, deputizing when needed.

Who are we looking for?
- ONC/HNC in Facilities Management or equivalent
- Experience managing Hard FM teams
- Experience liaising with clients on FM projects
- Experience with AP/RP duties in FM projects
- Knowledge of legislation and industry guidelines
- Budget management skills
- Understanding of Health & Safety
- Knowledge of PFI contracts
This role requires a DBS Enhanced check, so the ability to pass is essential.
