Job description

This is a great opportunity for an enthusiastic individual to join our expanding licence to operate team. The successful candidate will be responsible, alongside the existing Safety Case Engineer, for the development, maintenance, review, update, and submission of Offshore Safety Cases (SC) and Onshore COMAH Safety Reports (CSR) in support of the Perenco Southern North Sea (SNS) Operation.

Perenco SNS are the Duty Holder of two critical infrastructure COMAH Sites and thirty-six offshore assets. Within the License to Operate team, the Safety Case Engineers are influential in managing the safety cases for these assets, ensuring SC/CSR documents and their associated systems are well maintained.

Working collaboratively across the business, with onshore engineering teams, technical authors, performance standard owners, and operations personnel, the Engineer will ensure Safety Cases/COMAH Safety Reports remain compliant with relevant statutory provisions and align with industry best practices.

This is a full-time office-based role, working Monday to Friday in our Norwich office.

Key Responsibilities Include:
  1. Organize, manage, and submit SC/CSR documentation to the regulatory agency.
  2. Design and coordinate all SC/CSR Material Change submissions, gathering inputs from relevant stakeholders.
  3. Engage with stakeholders to assess the materiality and risk impacts of changes.
  4. Work closely with the Lead Safety Engineer to ensure hazard management information remains valid, including bowties and QRA data.
  5. Collaborate with Performance Standard Owners and responsible engineers to ensure content accuracy and continuous improvement of SC/CSR documents.
  6. Coordinate updates with Operations, Projects, and Decommissioning Teams to address planned work requirements.
  7. Attend weekly Management of Change (MOC) meetings and manage change tracking and submission plans.
  8. Ensure workforce engagement and independent verification processes are robust and timely.
  9. Support the QSHE Team in meeting SCR 2015 regulations, COMAH regulations, and internal plans.
  10. Liaise with regulatory bodies regarding SC/CSR updates and compliance.
  11. Manage the review schedule for all current SC/CSR to ensure compliance.
  12. Coordinate the 5-yearly SC/CSR Thorough Review Programme with stakeholders.
  13. Maintain a register of commitments within the SC/CSR, ensuring actions are tracked and completed.
  14. Keep key supporting documents up to date.
  15. Identify additional resource needs to meet statutory deadlines.
  16. Maintain the SEMS document for Safety Case Management.

Key Requirements Include:
Qualifications:

Higher technical qualification, preferably engineering; other disciplines considered. Chartered engineer desirable but not essential.

Experience:

10+ years' experience with Offshore UKCS Oil and Gas Operators, top-tier COMAH sites, or the Competent Authority. Thorough understanding of Safety Case and COMAH regulations. Experience in writing and developing QRA and Safety Cases reports. Experience working in multi-discipline teams and familiarity with project management, planning, and document control. Experience with the Competent Authority is desirable.
