Job description

This is a great opportunity for an enthusiastic individual to join our expanding licence to operate team. The successful candidate will be responsible, alongside the existing Safety Case Engineer, for the development, maintenance, review, update, and submission of Offshore Safety Cases (SC) and Onshore COMAH Safety Reports (CSR) in support of the Perenco Southern North Sea (SNS) Operation.

Perenco SNS is the Duty Holder of two critical infrastructure COMAH Sites and thirty-six offshore assets. Within the License to Operate team, Safety Case Engineers play a key role in managing safety cases for these assets, ensuring SC/CSR documents and related systems are well maintained.

The role involves working collaboratively across the business with onshore engineering teams, technical authors, performance standard owners, and operations personnel to ensure Safety Cases/COMAH Safety Reports remain compliant with statutory requirements and align with industry best practices.

This is a full-time, office-based role based in Norwich, working Monday to Friday.

Key Responsibilities Include:
  1. Organise, manage, and submit SC/CSR documentation to regulatory agencies.
  2. Design, coordinate, and manage all SC/CSR Material Change submissions, gathering inputs from relevant stakeholders.
  3. Engage with stakeholders to assess the materiality and risk impacts of changes.
  4. Work closely with the Lead Safety Engineer to ensure hazard management data remains valid, including bowties and QRA data.
  5. Collaborate with Performance Standard Owners to keep SC/CSR content accurate and up-to-date.
  6. Coordinate updates with Operations, Projects, and Decommissioning Teams to address planned work.
  7. Attend weekly Management of Change meetings, manage change trackers, and plan submissions.
  8. Ensure workforce engagement and independent verification for all updates.
  9. Support the QSHE Team to meet regulatory commitments and internal improvement programs.
  10. Liaise with regulatory bodies on SC/CSR matters and stay updated on offshore legislation changes.
  11. Oversee the review schedule for all current SC/CSR documents to ensure compliance.
  12. Manage the 5-yearly SC/CSR Thorough Review Programme, engaging stakeholders early.
  13. Create and maintain a commitments register within SC/CSR, tracking actions and deadlines.
  14. Keep key supporting documents current, such as Emergency Response Plans and equipment layouts.
  15. Identify additional resources needed during workload peaks to meet statutory deadlines.
  16. Maintain the SEMS documentation for Safety Case Management.
Health, Safety, Environment & Personal Safety Tasks:
  • Manage SEMS documentation and Change processes.
Key Requirements:
  • Higher technical qualification, preferably in engineering or related discipline.
  • Chartered engineer status is desirable but not essential.
  • 10+ years of experience with UKCS offshore oil and gas operators, COMAH sites, or similar.
  • Thorough understanding of Safety Case and COMAH regulations, including PFEER, DSEAR, PSR.
  • Experience in writing QRA and Safety Cases reports.
  • Proven ability to work collaboratively across disciplines and deliver on various projects.
  • Knowledge of planning, cost control, and document management processes.
  • Experience with the Competent Authority is a plus.
  • Project management experience is desirable.
