Job summary

ICF is seeking an experienced Programme Manager to lead a portfolio of national and multi-region programmes aimed at improving sport, physical activity and PE delivery in schools. You will coordinate partners, manage budgets, assess impacts and guide investment to maximize outcomes for schools and communities.

The role requires strong governance, stakeholder influence and a dedication to increasing participation, with a hybrid working model in the UK.

Qualifications

• Substantial programme management experience in public-sector or comparable settings.
• Experience coordinating complex partner networks and senior stakeholders.
• Strong financial, commercial, risk and performance management capability.
• Ability to translate strategy into implementable plans and senior reporting.
• Knowledge of inequalities in physical activity and place-based approaches.
• Qualification in project/programme management (PRINCE2/MSP/APM PMQ) or equivalent experience.

Responsibilities

• Own integrated programme plans, budgets, dependencies, risks, benefits and reporting across several delivery strands.
• Coordinate government bodies, local authorities, schools, partnerships and suppliers around shared outcomes.
• Provide appraisal and performance insight on grant-funded activity, ensuring delivery quality and compliance.
• Use data and stakeholder insight to identify inequalities and inform future investment.
• Lead regional/local partner mobilisation with safeguarding, accessibility, value for money and compliance.
• Line manage or oversee programme staff and contribute to bids and service development.
