Job summary

Harbour Energy seeks a seasoned Global Mobility Specialist in Mexico City to manage pre-assignment, on-assignment and repatriation processes, ensuring smooth cross-border transfers. The role requires 10+ years of HR experience, including 5+ in mobility, and fluency in English and Spanish.

Purpose of Role:
  • A global mobility specialist is responsible for relocating employees and their families from one country to another as part of their employment. They must be able to set up and oversee transfers, ensuring that the transition from one country to other runs as smoothly as possible. The responsibilities range from meeting immigration requirements, organizing visas, ensuring new compensation packages are commensurate with existing packages and organizing house moves and schooling.
Critical Responsibilities (MAE/MATTE/HSES*):
  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
  • Global Mobility and Expat Programs: Efficiently manage the day-to-day operations of global mobility programs, including pre-assignment, on-assignment, and repatriation processes from and to Mexico.
  • Policy and Procedures: Local implementation of global mobility policies. Ensure that the relevant local procedures are up to date, identifying opportunities to continuously improve them, in alignment with the Global Mobility policies. Contribute to the development and review of global mobility policies to reflect changes in legislation, market trends, and business needs.
  • Vendor Coordination: Liaise with external vendors, such as relocation agencies, tax consultants Immigration lawyers, etc., to provide comprehensive support services to mobile employees. Understanding scope of services, company policies and Service Level Agreements.
  • Compliance: Ensure all aspects of global mobility, including visas, work permits, and tax obligations, are managed in compliance with applicable laws and regulations.
  • Employee Support: Act as a point of contact for Mexico BU mobile employees, offering guidance and support throughout their assignments. Identify solutions for non-standard cases in line with Global Mobility team and in compliance with the relevant Policies and Procedures.
  • Planning: Coordinate and interact with internal stakeholder in order to properly planning cross border transfer to ensure that tax and immigration implications are identified and managed on time.
  • Data Management: Maintain accurate records of all assignments in/out Mexico, including costs, employee details, assignment periods, change in positions, etc., to support reporting and analytics.
  • Business Administration degree, Human resources or relevant area.
  • Proficient in English (written & spoken).
  • Proficient in Spanish (written & spoken).
  • Relevant Experience: More than 10 years of progressive HR experience, with minimum of 5 years of experience in Global Mobility roles preferably within the oil and gas industry or similar sectors with complex global operations.
  • Knowledge of Global Mobility: Understanding of global mobility processes, including immigration, taxation, social security and relocation logistics.
  • Organisational Skills: Strong organisational and time-management skills, with the ability to manage multiple assignments simultaneously.
  • Communication Skills: Excellent communication and interpersonal skills, capable of working with diverse teams and handling sensitive situations.
