Purpose of Role:
  • The Compliance Advisor is responsible for supporting adherence to legal and regulatory requirements, focusing on the oil & gas sector's compliance landscape within Mexico as determined by the compliance manager.
  • This role supports the business through advice to develop compliance strategies that align with business objectives and mitigate potential legal challenges. The Compliance Advisor will collaborate with multiple departments to implement these strategies effectively.
  • By maintaining up-to-date knowledge of relevant laws and regulations, the Compliance Advisor provides guidance for the business to remain compliant with all national and international standards, contributing significantly to the overall integrity and ethical standards of the business unit.
  • Contribute to the implementation and supervision of the Company's ethics and compliance policies and procedures.
  • Provides support by responding to inquiries related to due diligence procedures.
Critical Responsibilities (MAE/MATTE/HSES*):
  • Ensure that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy's Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
Compliance and Regulatory Engagement
  • Monitor and analyse changes in the legal and regulatory environment to proactively address potential impacts on the business.
  • Advise and guide internal stakeholders on compliance matters to ensure all business activities are aligned with regulatory requirements.
  • Support the development and implementation of compliance policies and procedures to enhance the operational compliance framework.
  • Support the execution of regular compliance audits and prepare reports detailing audit findings and recommendations.
Legal and Regulatory Analysis
  • Conduct thorough analyses of new regulations and their implications for the company's operations in Mexico.
  • Prepare detailed reports and presentations for management outlining significant regulatory issues and solutions.
  • Collaborate with external legal advisors to ensure comprehensive coverage of all compliance aspects.
  • Maintain a repository of all regulatory documentation and ensure accessibility and accuracy for internal use.
Technical Skills
  • Proficient in regulatory compliance management specific to the oil & gas industry.
  • Experienced in interpreting and applying Mexican energy laws and international regulatory standards.
Non-Technical Skills
  • Strong analytical and problem-solving skills, with the ability to handle complex legal issues.
  • Excellent interpersonal and communication skills, capable of effectively interacting with various stakeholders.
Professional Experience
  • Background in legal or regulatory roles within the energy sector, with a focus on compliance and risk management.
  • Strong working knowledge of regulatory and ethical expectations and compliance frameworks.
Education
  • Bachelor's degree in relevant field.
Language
  • Spanish: Native or proficient (written and spoken).
  • English: Proficient (written and spoken).
