Job summary

Balfour Beatty Ground Engineering is seeking a Managing Quantity Surveyor to lead commercial activities on London projects, including large building and civil works, from initial estimates to final accounts.

You will guide junior staff, mentor peers, and strive for best practice in governance and cost control while supporting professional development and CPD commitments.

Qualifications

  • BSc or MSc in Quantity Surveying or equivalent.
  • Membership of RICS/ICES/CIOB or actively working towards membership.
  • CSCS card or equivalent accreditation.

Responsibilities

  • Adhere to governance requirements and identify LEAN/digital opportunities.
  • Apply strong commercial management, cost control, and lifecycle cost analysis.
  • Manage subcontractors and supply chain to support project delivery.
  • Identify commercial risks and support risk & opportunity management.
  • Prepare pricing documents, BOQ, target costs, forecasts and budgets.
  • Monitor progress against programme, budgets and KPIs.
  • Lead procurement activities and negotiate complex tenders.

About The Role

We have a fantastic opportunity for Managing Quantity Surveyor to join our Ground Engineering team in London, based out of Canary Wharf.

Role purpose:

As a Managing Quantity Surveyor, you will take a lead commercial role across large building and civil engineering projects, or a portfolio of smaller schemes, managing all costs and income from initial estimates through to final accounts. You will bring significant experience in controlling project costs, maximising value for money, and maintaining the required standards of quality, governance, and commercial performance. With a strong track record of leading commercial teams, you will support effective decision-making, guide junior colleagues, and act as a mentor to others working towards professional qualification. Ideally, you will be a Chartered Member of RICS, ICES or CIOB, with a commitment to maintaining your Continuing Professional Development and promoting best practice across the commercial function.

What you'll be doing
The Successful Candidate Will Have The Following Accountabilities
  • Adhere to company governance requirements while identifying opportunities to maximise LEAN and digital ways of working.
  • Apply strong commercial management principles, including cost control, elemental cost analysis, and lifecycle cost considerations.
  • Manage subcontractors and wider supply chain partners effectively to support successful project delivery.
  • Identify cost-sensitive areas, mitigate commercial risks, and support robust risk and opportunity management.
  • Prepare and manage pricing documents, activity schedules, bills of quantities, target costs, forecasts, and budgets.
  • Monitor project progress against programme, performance indicators, budgets, and critical commercial processes.
  • Prepare delay and disruption programmes and support accurate reporting of commercial progress and performance.
  • Manage customer and stakeholder commercial requirements, including cost planning, pre-contract cost control, and contractual correspondence.
  • Lead procurement activity by evaluating and negotiating complex tenders with subcontractors and suppliers.
  • Support recruitment, development, and people management activities for direct and indirect reports.
Who we're looking for
  • A Quantity Surveyor with a BSc or MSc in Quantity Surveying, or equivalent professional experience.
  • Membership of RICS, ICES or CIOB, with CPD maintained, or someone actively working towards professional membership.
  • A professionally qualified individual with a valid CSCS card, or the ability to obtain the relevant accreditation.
  • Strong commercial management experience, including cost control, pricing documents, forecasts, budgets, and cost reporting.
  • Experience managing subcontractors, suppliers, tenders, procurement activity, and supply chain relationships.
  • Confident in identifying commercial risks, cost-sensitive areas, and opportunities to improve project outcomes.
  • Strong understanding of project governance, programme monitoring, stakeholder requirements, and contractual correspondence.
  • A collaborative and proactive professional who can support people development, embrace digital ways of working, and contribute to successful project delivery.
