Job summary

Brighton & Hove City Council is seeking a Building Services Contracts Manager to lead and supervise mechanical, electrical and building fabric maintenance across a diverse property portfolio. The role ensures health and safety compliance, asset accuracy, and value-for-money delivery with a hybrid set-up (4 days on site, 1 from home).

Qualifications

• Thorough and up-to-date knowledge in maintenance principles and application of building services within new and existing operational buildings and an understanding of building service systems and their maintenance requirements.
• A sound knowledge of current legislative and Health & Safety requirements relating to work covered by a Facilities and Building Services Team and ensuring compliance is achieved across a large and varied property portfolio.

Responsibilities

• Oversee M&E planned cyclical maintenance contracts and minor works.
• Ensure M&E systems comply with Health & Safety regulations and statutory duties.
• Carry out periodic condition surveys and inform budget requirements.
• Design and specify minor M&E and fabric works, prepare specifications, schedules of work and schedules of conditions in real time.
• Assist in the preparation of contract documents, inspect and supervise works on site, recommend payments and settle final accounts.
• Monitor contractor performance against KPIs and maintain compliance documentation.
• Survey and advise on building services works and prepare project feasibility studies.
• Liaise with the Facilities & Building Services team to support Helpdesk operations and ensure consistent customer service.
• Investigate and report on complaints concerning repairs and maintenance, including elected member enquiries.
