Job summary

Brighton & Hove City Council is seeking an LGR Performance Data Analyst based at Hove Town Hall to turn complex data into clear insights, dashboards and performance information for senior stakeholders.

You will develop reporting products aligned to programme priorities, work with services and partner authorities, and use Advanced Excel and Power BI to inform decisions throughout the LGR programme.

Qualifications

Job description

Do you enjoy turning complex data into clear and accessible insight? Can you create dashboards, reports and performance information that help people make confident decisions? Are you confident working with services, programme teams and senior stakeholders to identify gaps in knowledge, trends and risk? If so, you could play an important role in our Local Government Reorganisation (LGR) programme.

As we prepare for one of the most significant changes to local government in a generation, this is a unique opportunity to use your analytical skills to support the design, transition and implementation of the LGR programme. You will help ensure that key decisions are informed by reliable data, clear evidence and timely reporting.

You will develop and maintain performance frameworks, dashboards, briefings and data packs aligned to programme priorities, milestones and outcomes. Working with colleagues across the council and partner organisations-you will turn operational, financial and performance data into clear insight for senior officers, programme boards and workstream leads.

Contract type: This role is offered on a fixed-term contract or internal secondment basis until July 2028.

About the role

At Brighton & Hove City Council, we are delivering an ambitious LGR proposal alongside our transformation programmes. We are looking for a skilled, organised and collaborative analyst who can provide the insight, reporting and evidence base needed to support effective programme delivery.

Working closely with the LGR Programme Team, service areas and partner authorities, you will develop reporting and insight products that support each stage of the programme, from discovery through to planning and implementation. Your work will help build a clear evidence base, showing what we know, what we don’t, how delivery is progressing and where risks, issues or emerging trends need attention.

You will need advanced Excel skills and experience of Power BI or similar reporting tools, alongside a good understanding of performance management, benefits tracking and evidence-based decision‑making. Experience in a performance, insight, data or analytical role within local government, the wider public sector or a similarly complex organisation would be highly valuable.

This is a varied and influential role in a fast‑moving programme environment. You will need to work independently, respond quickly to changing priorities and communicate complex information in a clear and accessible way.

Additional information

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.

These would be part of your individual working arrangements alongside any personal preference agreed with your manager in advance of joining. Your contractual location will be the designated council office for your team and travel to and from your contractual location would be at your own expense.
