Job summary

Suffolk County Council, hosting the Future Suffolk programme, seeks a Business Analyst to bridge information and decision-making across the LGR change programme. You will transform data and evidence into clear recommendations for programme leaders and stakeholders.

You will gather and interpret information from multiple sources, support PMO requests, and lead benefits realisation tracking and reporting. This role supports workforce planning, design and service improvement, with flexible working

Qualifications

Job description

  • Future Suffolk / Suffolk County Council
  • Address: Endeavour House, Ipswich, IP1 2BX, Hybrid working
  • Salary: £34,434 - 40,777 per annum
  • Hours: 37 hours per week, flexible working options available
  • Contract: Fixed Term or Secondment until 31 March 2028

Suffolk's councils are working together on one of the most ambitious change programmes the county has ever seen. Through Local Government Reorganisation (LGR), we're creating three new unitary councils and building the foundations for the future of local services across Suffolk.

We're looking for talented people to join our programme team and play a key role in making that happen.

As our Business Analyst, you’ll be the bridge between information and decision-making. You’ll help bring data, evidence and insight to life, translating complex information into clear recommendations that support programme leaders, workstreams and stakeholders across Suffolk

Your role and responsibilities

You’ll work across the programme to gather, analyse and interpret information from multiple sources, helping decision‑makers understand what it means and how it should inform future decisions. More than a traditional analytical role, you’ll use data, evidence, stories and insight to support benefits realisation, service design, communications, engagement and organisational planning.

You will:

  • Gather, analyse and interpret data and intelligence from across the programme.
  • Support analytical requests from the PMO, Programme Director and programme boards.
  • Lead analytical support for benefits realisation tracking and programme reporting.
  • Produce analysis to support target operating models, organisational design, workforce planning and service improvement.
  • Present complex information in clear and accessible formats for different audiences.
  • Use storytelling, case studies and customer insight to bring information to life.
  • Identify trends, opportunities, risks and implications from data and evidence.
  • Work closely with colleagues across the programme to support evidence-based decision‑making.
You will need

We're looking for someone who can combine strong analytical skills with the ability to make information meaningful and useful for a wide range of audiences.

We hope you’ll bring:

  • Experience working with data, evidence or intelligence in an analytical, business analysis or improvement‑focused role.
  • Excellent analytical and critical‑thinking skills, with the ability to identify trends, risks and opportunities.
  • Strong communication and data storytelling skills, translating complex information into clear and actionable insight.
  • The ability to combine quantitative analysis with qualitative insight to support decision‑making and service improvement.
  • Curiosity and confidence to identify relevant information sources and ask the right questions.
  • The ability to tailor information for different audiences, helping others understand what it means and why it matters.
  • Strong relationship‑building skills and the ability to work effectively across organisational boundaries.

The team

Although hosted by Suffolk County Council, this is a genuinely system‑wide role working across the full LGR system, bringing together multiple councils, disciplines and partners behind a single shared objective. The team act on behalf of all Suffolk councils and are accountable to the Future Suffolk Implementation Board.

You’ll join a newly established programme team, united by a shared commitment to delivering change that protects services for residents and creates strong, sustainable new councils.
