Job summary

Leicestershire County Council is seeking an ambitious Transport Projects & Programmes Team Manager to lead a multidisciplinary team delivering transport projects and programmes. You will oversee business case development, commissioning, and performance management, ensuring value for money and customer focus.

You will engage with elected members, government bodies, contractors, consultants and communities to shape the county's transport network and drive service excellence.

Qualifications

• Degree level qualification (or equivalent), such as NVQ Level 5 or BTEC Advanced Professional Diploma, OR significant relevant experience supported by evidence of ongoing professional development.
• Significant leadership of teams within a complex environment.
• Extensive experience in highways, transport, infrastructure, programme management, or commissioning with knowledge of relevant legislation and governance.

Responsibilities

• Provide visible leadership across a multidisciplinary team responsible for business case development, commissioning, programme management, monitoring, design and delivery of transport projects and programmes.
• Oversee initiatives from design and maintenance schemes to major transport infrastructure projects and developer-funded programmes.
• Commission and monitor service delivery to ensure value for money, quality and customer focus while leading performance management and continuous improvement.
• Represent the council for consultations, public meetings and stakeholder forums to support delivery of major transport schemes.
