Job summary

Leicestershire County Council is seeking a Transport Projects & Programmes Team Manager to provide visible leadership across a multidisciplinary team responsible for business case development, commissioning, programme management, monitoring, design and delivery of transport projects and programmes.

Salary: £55,443 - £61,116 per annum (plus Market Premia of Standard 10% of top of grade) (Pro rata for part time) Pay award pending

Working Hours:37 hours per week

Contract Type: Permanent

About the Role

As Transport Projects & Programmes Team Manager, you will provide visible leadership across a multidisciplinary team responsible for business case development, commissioning, programme management, monitoring, design and delivery of transport projects and programmes.

You will oversee a wide range of initiatives, from advanced design projects and maintenance schemes through to major transport infrastructure projects and developer-funded programmes. You will commission and monitor service delivery to ensure quality, value for money, and customer focus, whilst leading performance management, continuous improvement, and innovation across the service.

Acting as a key representative of the council for consultations, public meetings, and stakeholder forums to support the successful development and delivery of major transport improvement schemes.

Working closely with elected members, government bodies, contractors, consultants, stakeholders, and local communities, you will play a key role in shaping the future transport network and driving service excellence.

About You

To apply for this post, you must be able to demonstrate:

  • Degree level qualification (or equivalent), such as NVQ Level 5 or BTEC Advanced Professional Diploma, OR significant relevant experience supported by evidence of ongoing professional development.
  • Confident and collaborative leadership of teams or services within a complex environment.
  • Significant experience in highways, transport, infrastructure, programme management, or commissioning environments, including knowledge of current legislative requirements, governance and relevant policies and procedures associated with Highways and Transport Legislation.
  • Working effectively with a wide range of internal and external stakeholders to achieve successful outcomes.
  • Successful commissioning and management of projects and service providers.
  • Developing and delivering high-quality programmes and strategic plans, managing significant budgets and resources and resolving complex operational and organisational challenges.
  • Driving continuous improvement and service transformation to maximise effectiveness
