Job description

Investment Manager - Capital Projects and Property

Glasgow area

About Us
Queens Cross Housing Association is a community rooted organisation with a clear vision of delivering excellent housing within thriving neighbourhoods. It works to create places where people feel secure, supported and proud to live, guided by values that place respect, integrity and ambition at the heart of everything it does.
The association manages close to 4,500 homes across an area that extends north from Glasgow city centre along both sides of the Forth and Clyde Canal. Its portfolio reflects the character of the city, from traditional sandstone tenements to deck access developments and modern flats, offering a mix of housing that meets a wide range of needs.
Role Overview
This is an important leadership role within Queens Cross Housing Association Property and Placemaking Directorate, responsible for shaping and delivering the Association’s capital investment and major works programmes. The role helps ensure that homes are safe, well maintained, future focused and able to meet the needs of customers, communities and the business.
The Investment Manager will lead projects and programmes from early feasibility through to completion, bringing structure, pace and commercial discipline to each stage. They will ensure work is properly scoped, procured, budgeted, risk assessed and delivered to agreed standards, timescales and financial limits.
You will lead a £7m capital investment programme improving homes and communities across North West Glasgow. This is an opportunity to play a key role in shaping and delivering major investment in homes and places, while bringing fresh thinking, strong delivery discipline and commercial insight to projects that make a visible difference.
Candidate Profile
We are looking for a confident property, construction or project delivery professional who can lead people, manage complexity and deliver high-quality investment projects of a value of around £7m per year. The successful candidate will bring experience of procurement, contract management, project management, budget control, team leadership and risk management.
This opportunity would suit candidates from property, construction, asset management, consultancy, contractor-side, local authority or wider public sector backgrounds who can demonstrate strong delivery, sound judgement and commercial awareness. If you can lead people, manage budgets, work confidently with contractors and deliver projects safely, effectively and within agreed time and cost parameters, this role offers the chance to apply those skills in a purpose-led organisation with a strong community focus.
Knowledge of social housing is welcome, but it is not essential.

Key Responsibilities
  • Lead the development and delivery of capital investment and major works programmes that improve homes, protect asset value and support long-term business priorities.
  • Take projects from feasibility, specification and procurement through to site delivery, completion, handover and post-project review.
  • Contribute to the creation of the Asset Management Strategy and have responsibility for the achievement of Strategy outcomes.
  • Put in place clear objectives, milestones, budgets, quality standards, risk controls, communications and escalation arrangements for each project.
  • Manage budgets with discipline, forecasting spend, monitoring commitments, controlling variations, reporting financial performance and keeping projects within approved limits.
  • Procure and manage contractors, consultants and suppliers in line with public sector procurement requirements, standing orders and value for money principles.
  • Lead effective contract management, including supplier performance, quality assurance, variation control, dispute resolution, final accounts and lessons learned.
  • Identify and manage programme and project risks, including cost, quality, procurement, contractor performance, customer impact, compliance and delivery timescales.
  • Lead, support and develop the Investment team, creating clarity, accountability and a positive performance culture.
  • Prepare clear reports, recommendations and performance updates for senior managers, Executive Team, Board, customers and external stakeholders.
  • Work collaboratively across Property Services, Housing, Factoring, Finance, Regeneration and Customer Services to ensure investment activity is coordinated, customer focused and well communicated.
