Job summary

Balfour Beatty, a regional Civils leader, is seeking a Technical Head of Pre-Construction to drive IDB opportunities across Central, Eastern and South East England. You will lead technical pre-construction, shape opportunities, and build trusted relationships with Internal Drainage Boards, the Environment Agency and local authorities.

You will bring strong civil engineering pre-construction and MEICA understanding, plus the ability to influence and win work through strategic market development

Qualifications

• Strong background in civil engineering pre-construction or project delivery.
• Experience with Internal Drainage Boards, FCERM, pumping stations.
• Established relationships with IDBs, Environment Agency, consultants and other stakeholders.
• Ability to shape opportunities before formal procurement and lead technical discussions.

Responsibilities

• Develop IDB capability and pipeline across Regional Civils.
• Build long-term relationships with IDBs and water industry stakeholders.
• Lead early contractor involvement and technical pre-construction discussions.
• Coordinate design, estimating, planning and commercial input for opportunities.
• Ensure solutions are buildable, commercially viable and aligned with customer needs.
• Handover successful opportunities into project delivery.
