Job summary

Homes England invites an FCIPD-qualified HR leader to accelerate our People & Culture journey. Reporting to the COO and working with the CEO and Board, you will shape strategy, culture and leadership across the agency.

This role leads a diverse HR team, embeds inclusive, digitally enabled ways of working and partners with senior leaders to deliver housing acceleration through people.

Qualifications

  • Senior HR leader with track record in organisational change.
  • Experience influencing senior leaders and delivering strategy.
  • Strong stakeholder management across executive level.

Responsibilities

  • You will lead the People & Culture strategy and accelerate transformation.
  • You will partner with the CEO and board to shape culture and leadership.
  • You will manage an HR team and drive inclusive, digitally-enabled ways of working.
  • You will ensure capability to deliver housing acceleration with the agency.

Job description

There will be a two stage interview process and you will be required to complete an online Occupational Personality Questionnaire (OPQ) prior to second stage. The second stage interview will include a focus on Equality, Diversity and Inclusion.

About the role.

This is not a standing start. Our People & Culture journey is already moving — and we are looking for an exceptional strategic HR leader to accelerate the next phase.

You will build on strong foundations, established partnerships and an ambitious People & Culture Strategy. Reporting to our Chief Operating Officer and working closely with the Chief Executive, Board and Corporate Leadership Team, you will continue our journey turn momentum into lasting impact: deepening our culture, strengthening leadership, championing inclusion and ensuring our people are supported to be innovative, collaborative and truly excel.

This role gives you the opportunity to -

  • Advance an organisation-wide People & Culture agenda with real momentum behind it.
  • Influence at the highest level and act as a trusted partner to senior leaders.
  • Lead a talented and professionally diverse HR team through the next stage of transformation and delivery.
  • Embed modern, inclusive and digitally enabled ways of working ensuring our systems are ready to support out future ambitions to deliver.
  • Shape the colleague experience and ensure we have the capabilities and capacity to deliver on housing acceleration.
  • Continue to accelerate development of leadership capability across the breadth and depth of the agency in line.
About you.

You will be an FCIPD-qualified leader with significant senior HR experience, a record of delivering complex organisational change and the credibility to inspire confidence across a demanding stakeholder landscape. You will combine strategic reach with delivery grip, bringing energy, judgement and a clear focus on outcomes.
