Job summary

Homes England is seeking a PMO Lead to drive a complex, multiyear public sector change programme within our Help to Buy Transformation & Re-procurement Programme. The role focuses on governance, planning and reporting to manage risk and deliver long-term service improvements for the Agency and customers.

You will work across programme workstreams, ensuring robust information, delivery controls and effective decision-making.

A bit about the role.

Working within our Help to Buy Transformation & Re-procurement Programme, the PMO Lead will play a key role in delivering a complex, multiyear public sector change programme.

You will join a collaborative programme team tasked with reshaping a nationally significant service at a critical point in its lifecycle. Our focus is on strengthening data integrity, reducing operational and financial risk, improving customer outcomes, and ensuring long-term service portability while protecting public funds.

This is a programme that values disciplined delivery and thoughtful decision-making. Our Programme Director champions evidence-based choices and a diversity of perspectives, recognising that the best outcomes come from constructive challenge and collective problem-solving.

As PMO Lead, you will help provide the structure, control and insight needed to support effective programme delivery. You will work across programme workstreams to help ensure planning, governance, reporting, risk management and assurance activity are clear, consistent and well managed. You will support effective decision-making by helping the programme maintain robust information, clear delivery controls and high-quality reporting.

This is a rare opportunity to help shape the future operating model of one of the UK’s most high-profile home ownership public services. You will work closely with colleagues across a range of specialisms to design and deliver an integrated, coherent and defensible service model. One that can stand up to scrutiny from governance forums, audit and value-for-money assessments while delivering long-term benefits for the Agency and our customers.

A bit about you.

You will be a confident PMO professional with experience of working in a complex programme environment. You will understand the importance of strong governance, disciplined planning and clear reporting, and you will be comfortable bringing structure and pace to work that involves multiple stakeholders, dependencies and delivery priorities. You'll have experience of tracking delivery against an integrated plan and of managing suppliers' performance.

You will be highly organised, analytical and proactive, with the ability to turn complex information into clear insight that supports effective decision-making. You will be confident working with senior stakeholders, programme teams and delivery leads, helping to identify risks, track progress and maintain a clear view of programme performance.

You will also understand the importance of delivering public services responsibly. You will bring a collaborative and constructive approach, building trusted relationships across the programme and supporting colleagues to work in a consistent, transparent and controlled way. You will be comfortable challenging where needed, while remaining pragmatic and solutions-focused.

Help to Buy, alongside other products in our portfolio, provided equity loans to support people onto the housing ladder. Homes England is the legal lender for these loans and now manages one of the largest residential mortgage portfolios in the country. While no new loans are being issued, the service remains critical. Our role is to ensure customers are supported to understand, manage and redeem their loan with confidence, while safeguarding public money through fair, proportionate and well controlled financial management.
