Job summary

ESSENTIAL EMPLOYMENT LTD is seeking an experienced HR Business Partner to support the Client's project delivering the Housing Competence and Conduct Standard. The assignment runs until 31 March 2027 and focuses on the people development module.

The post holder will work across Housing, Asset Management and Asset Maintenance to shape workforce planning, development pathways and behavioural standards, translating regulatory requirements into practical actions.

Qualifications

• Seasoned HR Business Partner with experience in workforce planning and development.
• Ability to translate regulatory requirements into practical actions.
• Experience supporting organisational change in housing or public sector contexts.

Responsibilities

• Develop a Workforce Professional Development Policy for Housing and Asset Management.
• Create a housing-specific section of the Code of Conduct aligned to the standard.
• Undertake a workforce evaluation with managers and plan upskilling; liaise with Learning and Development.
• Develop a mechanism for tenant input into the policy and Code of Conduct.
• Plan for contractors and agency workers to be included in skills development and monitoring.
