Job summary

Essential Employment is seeking an experienced HR Business Partner to support the Housing Competence and Conduct Standard project, running until 31 March 2027. The assignment focuses on people development within Housing and Asset Management and requires collaboration with managers.

You will lead workforce planning, professional development and skills/behavioural standards, translating regulatory requirements into practical, deliverable actions for the two council services involved.

Qualifications

• Seasoned HR Business Partner with experience in policy development and people programmes.
• Strong background in workforce planning, skills analysis and behavioural standards.
• Ability to translate regulatory requirements into practical, deliverable actions.

Responsibilities

• Develop a Workforce Professional Development Policy for Housing and Asset Management.
• Create a housing-specific section of the Code of Conduct aligned to the standard.
• Undertake workforce evaluation with managers; plan upskilling and professional development pathways.
• Coordinate with Learning and Development to enroll employees on relevant courses.
• Create a plan to include contractors and agency workers in skills development and monitoring.
