Job summary

Warwick District Council is seeking a proactive Housing Strategy and Enabling Officer to lead on housing strategies, policy development and affordable housing delivery across the district.

The role involves negotiating affordable housing provisions, coordinating with Registered Providers and partners, and shaping local housing policy with a focus on delivering housing need. Hybrid work is available, with travel to council offices and sites as required.

Qualifications

• A professional qualification from the CIH, RICS or an equivalent professional body.
• Experience of housing strategy, policy development or affordable housing delivery.
• Knowledge of current housing, planning and regeneration policy.
• Experience of working with Registered Providers, developers or local authorities.
• Strong negotiation, influencing and partnership-working skills.
• Excellent written and verbal communication skills, including report writing and presentations.
• The ability to analyse complex information, undertake research and develop practical solutions.
• A proactive, organised and positive approach, with the ability to manage a varied workload and work independently.

Responsibilities

• Leading on the development, implementation and monitoring of housing strategies, policies and action plans.
• Undertaking and commissioning housing needs research and analysis.
• Negotiating affordable housing provision on planning applications and Section 106 agreements.
• Working with Registered Providers, developers, Homes England and other strategic partners to maximise affordable housing delivery.
• Supporting affordable housing and housing development projects.
• Monitoring affordable housing completions, financial contributions and housing delivery outcomes.
• Preparing reports, briefings and presentations for senior managers, elected members and external partners.
