Job summary

South Norfolk and Broadland Councils are seeking an experienced Housing Standards Systems Manager to lead the technical, systems and digital operations underpinning Housing Standards services. The role combines systems ownership with data governance, performance analytics and digital service development to ensure compliant, efficient service delivery and continuous improvement.

The post requires line management of a small team and hands-on oversight of IDOX-based workflows, FOI/DSAR/DELTA

Qualifications

Strong background in technical systems and transformation programmes.
Experience with Housing Standards Legislation and supervisory responsibilities.
Experience with financial management and data reporting.

Responsibilities

Act as systems owner and technical lead for Housing Standards and Warm Homes, including IDOX configuration and data structures.
Lead data management, analytics and performance reporting to support decision making.
Drive digital transformation and service improvement through system development and implementation of new digital solutions.
Provide operational and people management of a small team to support caseload management.
Support financial and programme performance through robust data reporting and analysis (e.g., Disabled Facilities Grant budget).
Lead FOI, DSAR and DELTA returns ensuring compliance, data accuracy and timely submission.
Train staff and collaborate with internal and external partners to deliver streamlined digital services.
