Job summary

Birmingham City Council is seeking an experienced Service Charge Manager to oversee housing service charges for tenanted and leasehold properties. The role combines strategic leadership with hands-on operational delivery to ensure charges are accurate, transparent, and compliant with legislation and contractual requirements.

Qualified accountant with CPD evidence and a management qualification.
Experience in social housing environment required, including management experience.
Strong knowledge of rent and service charge legislation and leases.

Responsibilities

Lead end-to-end service charge and major works calculations, invoicing, estimates and final accounts.
Manage annual service charge budgeting, estimation and year-end reconciliation across tenures.
Identify service-chargeable costs and maximise recoverable income to the HRA.
Lead, manage and develop the Service Charge Team with a customer-focused, process-driven approach.
Act as lead officer for service charge matters, liaising with residents and councils teams.
Maintain transparent service charges and ensure policies align with legislation and guidance.
