Job summary

Imperium Resourcing is seeking an experienced Housing Compliance Contracts Manager to lead safety-critical contracts across a large social housing portfolio in Greater London. The role covers procurement from specification to mobilisation, and requires strong oversight of live contracts with a focus on investigative works related to external wall systems and compliance.

You will manage contractor performance, budgets and risk, while coordinating with legal and residents.

Qualifications

• Significant housing contract management experience.
• Experience procuring contracts from specification through to mobilisation.
• Strong experience managing contractor performance against KPIs.
• Experience within fire safety, building safety, compliance, cladding or external wall programmes.
• Understanding of FRAEW, FRA and PAS 9980 requirements.

Job description

We are recruiting an experienced Housing Compliance Contracts Manager to lead the delivery and management of a number of high-risk, safety-critical contracts across a large social housing portfolio.

This is not a pure procurement role.

The successful candidate will need strong experience managing live contracts and contractors within social housing, ideally across fire safety, building safety, cladding or wider compliance programmes. You will also be expected to lead procurement activity for new packages of work from specification through to mobilisation.

The role will focus heavily on investigative and exploratory works relating to external wall systems, helping to identify risk, support remediation decisions and ensure buildings remain compliant with current safety requirements.

Key responsibilities will include:

• Managing safety-critical contracts across a large residential portfolio
• Overseeing investigative works including FRAEWs, spandrel panel investigations, render and fa ade assessments and Fire Risk Assessments
• Managing contractor performance against KPIs, specifications, quality standards and programme milestones
• Leading end-to-end procurement exercises for new investigative and enabling works
• Developing scopes, specifications and internal procurement gateway reports
• Managing tendering, evaluation, contract award and mobilisation
• Administering live contracts and maintaining strong commercial oversight
• Managing budgets, forecasting expenditure and identifying financial risk
• Challenging poor contractor performance and ensuring corrective action is taken
• Managing contractual disputes and supporting escalation where required
• Working with legal teams on potential claims relating to defective external wall systems
• Supporting the preparation of technical and contractual evidence for legal proceedings
• Leading applications to the Cladding Safety Scheme and other relevant funding programmes
• Ensuring technical information and evidence meets funding and compliance requirements
• Working closely with residents, consultants, contractors, legal teams and senior stakeholders
• Providing clear reporting on programme progress, risk, cost and key decisions

We are looking for someone with a strong track record of managing contracts within a social housing environment.

You should be able to demonstrate:

• Significant housing contract management experience
• Experience procuring contracts from specification through to award and mobilisation
• Strong experience managing contractor performance after contract award
• Experience within fire safety, building safety, compliance, cladding or external wall programmes
• Understanding of FRAEW, FRA and PAS 9980 requirements
• Strong commercial and budget management experience
• Experience managing complex or high-risk construction or compliance programmes
• Confidence dealing with contractual disputes, claims and legal teams
• Strong stakeholder management across operational, technical and senior leadership teams

Experience of the Cladding Safety Scheme, Building Safety Fund or similar remediation funding would be highly advantageous.

This role would suit an experienced Housing Contracts Manager, Compliance Contracts Manager, Fire Safety Contracts Manager or Building Safety Contracts Manager who has genuine experience of both procuring and managing contracts within a social housing environment.
