Job summary

Matchtech is seeking a Development Control Engineer for a contract role in a busy London highways environment. You will assess the highway implications of planning applications, manage development-related highway agreements and help ensure new infrastructure is delivered, constructed and adopted to standards.

Qualifications

• Experience in highways development control and development management.
• Knowledge of Section 38, 278 and 184 processes is required.
• Strong understanding of highways legislation, policies and standards.
• Experience supervising contractors and monitoring highway works.
• Ability to communicate with developers, planning officers and legal teams.

Responsibilities

• Assess the highway and transport implications of planning applications and development proposals.
• Manage Section 38, Section 278 and Section 184 applications and agreements.
• Review, approve and technically audit highway designs and infrastructure proposals.
• Negotiate with developers, consultants, legal representatives and stakeholders.
• Prepare engineering assessments, cost estimates and technical reports.
• Inspect and monitor highway works to ensure compliance with drawings and standards.
• Support adoption of new highway infrastructure and ongoing asset management.
• Maintain accurate records of applications, agreements and deposits.
• Monitor budgets, invoices and service performance.
• Represent the Highway Authority at meetings and support senior engineers.
