Job summary

Gloucestershire County Council is seeking an experienced Risk Manager - Highway Construction & Inspection to join the Highways Asset & Business Team. You will lead CDM compliance, advise senior managers, and oversee audits and risk controls across major highway projects.

A proactive leader, you will work with contractors and internal teams to embed health, safety and legal duties, report on performance, and support high‑quality delivery of a safe, resilient highway network.

Qualifications

• Experience with CDM Regulations and highway construction activities.
• Experience delivering safety inspections and contractor governance.
• Ability to prepare technical reports and witness statements; present evidence in formal hearings.

Responsibilities

• Oversee all aspects of CDM compliance for highway construction and inspection activities.
• Lead audits and assurance activities; manage compliance risks across contracts.
• Provide expert advice to senior managers and project teams on health and safety and legal obligations.
• Embed governance, health and safety, and legal duties throughout highway programmes; report performance.
