Job summary

Portsmouth-based Permit Officer - Highways role with a salary of £29,000 to £33,000. You will review street works permits, coordinate with utilities, and ensure compliance with TMA/NRSWA. A strong focus on timely decisions and reducing disruption during highway works is essential.

You will liaise with contractors and internal teams, monitor works, and help drive safe, compliant operations across the highway network. Hybrid working options may apply depending on role.

Qualifications

• Experience in highways engineering or network management.
• Knowledge of the Traffic Management Act (TMA) and NRSWA.
• Familiarity with street works permitting processes & statutory timescales.
• HAUC guidance knowledge is advantageous.
• Strong organisational skills and ability to prioritise deadlines.
• Good communication and negotiation abilities with utilities and stakeholders.
• Proficiency with Excel, Word and Outlook.

Responsibilities

• Reviewing and processing street works permit applications and notices within statutory timescales.
• Assessing proposed works to identify conflicts and opportunities for better coordination.

• Negotiate changes to planned works and promote collaborative traffic management.
• Monitor ongoing highway works and undertake site inspections for compliance.
• Issuing Fixed Penalty Notices and applying overrun charges when appropriate.
• Manage permit and TTRO invoicing and maintain records.
• Prepare reports and support client discussions; respond to inquiries.

What You'll Be Doing

• Reviewing and processing street works permit applications and notices within statutory timescales.
• Assessing proposed works to identify potential conflicts, disruption and opportunities for improved coordination.
• Liaising with utility companies, contractors, works promoters and internal teams to coordinate activities across the highway network.
• Negotiating changes to planned works and identifying opportunities for collaborative working and shared traffic management.
• Monitoring ongoing highway works, undertaking site inspections and identifying non-compliance.
• Issuing Fixed Penalty Notices (FPNs) and applying Section 74 overrun charges where appropriate.
• Managing permit and Temporary Traffic Regulation Order (TTRO) invoicing and maintaining accurate records.
• Preparing reports, attending coordination meetings and supporting client discussions.
• Responding to enquiries from the public, contractors and other stakeholders.
• Ensuring activities comply with the Traffic Management Act, NRSWA and relevant Codes of Practice.

What You'll Need

• Experience within highways engineering, street works coordination, permitting or network management.
• A good understanding of the Traffic Management Act (TMA) and New Roads and Street Works Act (NRSWA).
• Knowledge of street works permitting processes, statutory timescales and highway coordination requirements.
• Familiarity with HAUC guidance, SROH and relevant Codes of Practice would be advantageous.
• Strong organisational skills and the ability to manage competing priorities and deadlines.
• Good communication and negotiation skills when working with utilities, contractors and stakeholders.
• Confidence using Microsoft Office, particularly Excel, Word and Outlook.
• The ability to work independently while contributing effectively to a wider highways team.
• NRSWA and CSCS qualifications would be beneficial but are not essential.

Salary & Benefits

£29,000 - £33,000 per annum, dependent on experience.
