Job summary

Qualifications

Role Overview

We are currently recruiting for a Highways Officer (Agreements and Compliance) to join a busy Highways, Traffic and Parking service within a London local authority.

The successful candidate will be responsible for highways licensing, enforcement, compliance and third-party highway applications, including crossovers and EV charging solutions. The role will involve investigating breaches of highway legislation, carrying out inspections, managing applications and working closely with residents, developers, contractors and other stakeholders.

Key Responsibilities

• Investigate breaches of the Highways Act 1980 and associated legislation.
• Carry out highways enforcement activities and take appropriate action against non-compliance.
• Issue warnings and Fixed Penalty Notices where required.
• Inspect licensed and unlicensed highway works and take corrective or enforcement action.
• Assess and process highway licence and third-party highway agreement applications.
• Manage applications relating to vehicle crossovers and pavement EV charging solutions.
• Inspect sites and arrange works following approval of applications.
• Contribute to the development of EV charging policies and practices.
• Design and instruct minor highway improvement works through term contractors, ensuring appropriate specifications, quality and health and safety standards.
• Work closely with highways contractors and EV charging suppliers to deliver approved works.
• Provide advice and guidance to residents, developers, elected members and Council officers.
• Maintain accurate records and ensure all work complies with relevant legislation and Council procedures.
• Manage multiple applications, investigations and enforcement matters while meeting deadlines.
• Communicate effectively with customers and stakeholders, including when dealing with challenging or contentious situations.
• Be flexible to work outside normal working hours when required.

Essential Experience & Skills

• Experience working in highways, traffic, parking, enforcement or a related environment.
• Knowledge and understanding of highway enforcement and relevant legislation, particularly the Highways Act 1980.
• Experience assessing, investigating or enforcing highway compliance matters.
• Knowledge or practical experience of EV charging installation activities is highly desirable.
• Technical experience within a highways, traffic and parking service.
• Experience assessing or administering highway licences, agreements or applications.
• Ability to conduct site inspections and identify non-compliance.
• Strong communication and interpersonal skills with the ability to deal confidently with residents, developers, contractors and other stakeholders.
• Excellent attention to detail and problem-solving ability.
• Strong organisation and time-management skills, with the ability to manage competing priorities.
• Confident working independently and using initiative.
• Effective conflict-resolution and customer-service skills.
• A proactive approach to improving services and resolving issues.
• Relevant industry qualification or demonstrable technical ability.
