Job summary

Rhaelm in the United Kingdom seeks a Head of PMO to provide strategic leadership of programme governance across its infrastructure portfolio. You will set planning, reporting, risk, and assurance standards, and lead the PMO function to ensure delivery is governed to a defensible standard.

You will shape governance, build a high-performing PMO team, and act as a senior voice on portfolio risk and performance for regulators and clients.

Qualifications

• Must have substantial PMO governance leadership experience across multi-programmes.
• Experience in regulated or security-sensitive sectors such as government or critical infrastructure.
• Proven ability to build and lead a PMO team and to interact with senior stakeholders.

Responsibilities

• Lead design and continuous improvement of PMO services, standards, and governance.
• Own portfolio-level governance across all programmes.
• Build and develop the PMO team, including recruitment and capability development.
• Establish and chair portfolio governance boards with clear senior leadership reporting.
• Own the governance framework reflecting defence and regulated-sector requirements.
• Lead audits, gate reviews, and readiness assessments across the portfolio.
• Drive change management with gated, auditable scope/schedule/cost processes.
• Coordinate with Finance, Commercial, and Risk to align project controls.
• Advise Head of Infrastructure Operations on portfolio risk and delivery confidence.
