Job summary

Hull City Council is seeking an ambitious Assistant Director of Technology and Innovation to lead the council's digital, data, technology and innovation agenda. You will shape the Digital Strategy, oversee ICT operations and data analytics, and deliver major change programmes that improve services for residents and staff.

Qualifications

• We are looking for an outstanding strategic leader with a proven track record in large-scale digital transformation and organisational change.
• Significant senior leadership experience within a complex organisation, ideally in the public sector.
• Experience developing and implementing digital, technology and innovation strategies.
• Strong understanding of cyber security, information governance, digital services and emerging technologies.
• Experience managing substantial budgets, resources and multi-disciplinary teams.
• Exceptional communication, influencing and stakeholder management skills.
• Ability to inspire innovation, build partnerships and deliver measurable improvements in services and outcomes.
• The credibility to operate confidently at executive level within a politically sensitive environment.

Responsibilities

• Lead the development, implementation and review of the Digital, Data, Technology and Innovation Strategy.
• Drive organisation-wide digital transformation and innovation including automation and AI adoption.
• Oversee ICT operations, cyber security, digital transformation, data and business intelligence.
• Promote data-led decision making through analytics and BI.
• Lead major digital change programmes with governance and benefits realisation.
• Manage technology budgets and investment with value for money and sustainability.
• Engage with elected members, senior leaders and regional partners on strategic priorities.
• Ensure compliance with statutory obligations and professional standards.
• Prepare for emergency management and civil contingencies readiness.
• Lead and manage partnerships across the public sector and external organisations.
