Job summary

Carlisle Support Services is seeking a Hard Services Compliance Manager to ensure all hard FM services are delivered safely, legally, and in full compliance with statutory requirements. The role manages specialist contractors, maintains records, and supports audits.

You will develop compliance programmes, oversee inspections and planned maintenance, and promote a strong health and safety culture across electrical, mechanical, water hygiene, and fire safety disciplines.

Qualifications

• Recognised Health and Safety qualification (e.g. IOSH Managing Safely, NEBOSH General Certificate, or equivalent).
• Evidence of continuing professional development relevant to hard facilities management and statutory compliance.
• Knowledge of PPMs and the SFG20.

Responsibilities

• Ensure hard services are delivered in compliance with legislation, codes, standards and policies.
• Develop, implement and maintain compliance systems for inspections, testing, and planned maintenance.
• Monitor compliance across electrical, mechanical, water hygiene, gas, lifts, fire safety and building fabric.
• Maintain accurate compliance records and audit evidence.
• Manage performance of specialist hard services contractors against SLAs and KPIs.
• Ensure permit-to-work and safe systems of work are followed by contractors.
• Support procurement and mobilisation of hard services contracts.
• Oversee statutory inspections, testing, certification and remedial works on time.
• Identify risks and implement mitigation; investigate failures and share lessons learned.
• Lead initiatives to improve compliance performance and contractor effectiveness.
• Build relationships with internal teams, regulators and external stakeholders.
• Provide specialist compliance guidance to managers and colleagues.
