Job summary

Elmbridge Council is seeking a Green Spaces Manager to lead the strategic development and day-to-day operation of the council’s parks, cemeteries, allotments and related green spaces from the High Street, Esher. The role is initially a temporary contract with potential for extension or permanent appointment for the right candidate, and operates on a hybrid working basis.

You will manage a multi-disciplinary team, oversee revenue/capital budgets, and deliver the circa £5 million capital programme

• Experience managing landscape and grounds maintenance contracts.
• Significant leadership experience in multi-disciplinary public/private sectors.
• Experience controlling revenue and capital budgets.

• Support Head of Leisure in project management and capital programme delivery (~£5m).

I am currently representing Elmbridge Council who are offering an initial temporary contract for a period of 3-6 months with a view to be extended or offered a permanent position for the right candidate at a rate which is negotiable dependent upon experience

We are looking for a Green Spaces Manager. This role will be based at: High Street, Esher, Surrey, KT10 9SD, Hybrid Working.

Responsibilities

1. To be responsible for the management and strategic development of the services associated with the Green Spaces service to meet the needs of the Elmbridge community including:
   1. recreation grounds, parks and open spaces;
   2. Commons and countryside Services;
   3. Cemeteries and services for the bereaved;
   4. Allotment services;
   5. War memorials;
2. To manage the development of an extensive Green Spaces service to meet the needs of the local community and encourages a wider range of participation/ interest in the facilities.
3. To support the Head of Leisure and Cultural Services in the project management and development of new projects and facilities as required. Ensure delivery of circa £5million capital programme within the 26-27 financial year.
4. The reivew of contract documents, management of the team undertaking tendering process and the moderation of tenders for the contracted services.
5. Effective monitoring of the contract performance and working in partnership with the contractor to provide evolving services to meet the needs of the community.

Requirements

• Management and administration experience in landscape and grounds maintenance contracts with demonstrable success.
• Significant management experience in a multi-disciplined environment in the public/private sector
• Management control of revenue/capital budgets
