Balfour Beatty Ground Engineering is seeking a Pre-Construction Manager to lead the development of robust target prices, programmes and estimating outputs for complex geotechnical work packages.

You will collaborate with commercial, technical, procurement, operations and client teams to support successful project delivery, including Sizewell C and other major schemes. Strong leadership and disciplined estimation are essential.

Qualifications

• Proven experience leading pre-construction activity or estimating teams on major geotechnical or civil projects.
• Strong planning, programming, progress monitoring, risk and opportunity management.
• Confident communicator who can engage with technical, commercial and client stakeholders.
• Senior management capability including change management and team leadership.
• Highly numerate with attention to detail across quantities, rates and calculations.
• Experience in identifying and controlling risk and change through pre-construction.

Responsibilities

• Define and agree the scope of works for the pre-construction phase.
• Lead the production of estimates and programmes per governance expectations.
• Review client drawings and specs to support first-principles cost build-ups.
• Ensure pre-construction outputs are communicated clearly to the wider team on time.
