Job summary

United Living Group is seeking an experienced Framework Lead with a strong civil engineering background to drive end-to-end delivery of water and wastewater projects under AMP8 framework agreements.

You will lead multi-disciplinary teams, manage complex programmes and budgets, and ensure safety, quality and environmental standards are met across all sites. A proven track record in the water sector and stakeholder engagement are essential.

Qualifications

  • Degree, HND or HNC in Civil Engineering (or equivalent).
  • Experience leading multi-disciplinary projects in water infrastructure.
  • Strong understanding of contracts and commercial management.
  • Proven leadership of site teams and supply chain.
  • Proactive health, safety, quality and environmental stewardship.

Responsibilities

  • Plan, coordinate and manage delivery of multiple projects up to £10 million.
  • Lead HSQE procedures across projects and conduct site inspections.
  • Manage programmes, budgets and target margins.
  • Provide line management to site teams and coordinate supply chain.

Job description

Job Description Due to sustained growth and increased workload—particularly within our AMP8 framework agreements we are looking to recruit an experienced Framework Lead with a strong civil engineering background. This is an excellent opportunity to join our integrated project delivery team and lead complex, multi-disciplinary water and wastewater projects. You will be accountable for the successful end-to-end delivery of projects—ensuring they are completed safely, on time, within budget, and to the highest quality standards.

Responsibilities

  • Plan, coordinate, and manage the delivery of multiple ongoing projects (up to £10 million in value).
  • Undertake Principal Contractor responsibilities in accordance with CDM 2015 regulations.
  • Lead the implementation of Health, Safety, Quality, and Environmental (HSQE) procedures across all projects.
  • Conduct regular health and safety site inspections and promote a proactive safety culture.
  • Manage overall project programmes, ensuring timely and efficient delivery.
  • Oversee all commercial aspects, including budget management, cost control, and achieving target margins.
  • Provide line management to Site Managers, Engineers, and Site Foremen.
  • Coordinate and manage supply chain partners, resolving issues and driving performance.
  • Act as the primary point of contact for clients and stakeholders; build strong relationships and provide regular updates on project progress.
  • Chair and lead project meetings, ensuring accurate documentation of discussions, actions, and decisions.
  • Manage change control and client expectations through effective communication and risk management.
  • Collaborate with designers to develop practical, cost-effective, and buildable solutions.
  • Mentor and support the professional development of project delivery teams.
  • Ensure all necessary method statements and risk assessments are in place and maintained.
  • Plan and secure resources and materials to meet delivery schedules.

Qualifications We’re looking for a confident, proactive, and highly organised individual who brings a passion for delivering quality civil engineering projects. You’ll be an experienced project leader with a strong track record in the water industry, particularly across complex infrastructure and non-infrastructure works. You’ll have a problem-solving mindset, excellent interpersonal skills, and the drive to exceed client expectations in everything you do.

Essential Skills And Qualifications

  • Degree, HND, or HNC in Civil Engineering (or equivalent experience)
  • Minimum of 5 years’ experience in a similar Project Manager role within the water industry
  • SMSTS (CITB)
  • CSCS (Manager Level)
  • CDM Awareness
  • Strong understanding of construction contracts and commercial management

Desirable Skills And Qualifications

  • APM PMQ (or equivalent project management qualification NEBOSH or IOSH Managing Safely
  • Temporary Works Coordinator certification
  • Proficient in MS Project or similar planning tools
  • SEATS or Environmental Management training
