Job summary

United Living Group in Leeds is seeking an experienced Framework Lead with a strong civil engineering background to drive end-to-end delivery of AMP8 water and wastewater projects.

You will lead multi-disciplinary teams, oversee safety, cost control, and client relationships, and mentor site managers and engineers within an integrated delivery environment.

Qualifications

• A civil engineering degree (Degree/HND/HNC) or equivalent experience.
• Minimum 5 years’ experience leading water projects in the civil sector.
• SMSTS (CITB) and CSCS (Manager Level) certifications.
• CDM Awareness and strong contract/commercial management knowledge.

Responsibilities

• Plan, coordinate, and manage delivery of multiple projects (up to £10 million).
• Undertake Principal Contractor responsibilities per CDM 2015.
• Lead HSQE procedures across projects and promote safety culture.
• Manage project programmes, budgets, and margins.
• Provide line management to Site Managers, Engineers and Foremen.
• Coordinate and manage supply chain partners and drive performance.
• Act as main client/stakeholder contact and provide progress updates.
• Chair and document project meetings and decisions.
• Manage change control and client expectations with risk management.
• Collaborate with designers to develop buildable solutions.
• Mentor delivery teams and ensure method statements and risk assessments are in place.

Due to sustained growth and increased workload—particularly within our AMP8 framework agreements,we are looking to recruit an experienced Framework Lead with a strong civil engineering background.

This is an excellent opportunity to join our integrated project delivery team and lead complex, multi-disciplinary water and wastewater projects. You will be accountable for the successful end-to-end delivery of projects—ensuring they are completed safely, on time, within budget, and to the highest quality standards.

Responsibilities

• Plan, coordinate, and manage the delivery of multiple ongoing projects (up to £10 million in value).
• Undertake Principal Contractor responsibilities in accordance with CDM 2015 regulations.
• Lead the implementation of Health, Safety, Quality, and Environmental (HSQE) procedures across all projects.
• Conduct regular health and safety site inspections and promote a proactive safety culture.
• Manage overall project programmes, ensuring timely and efficient delivery.
• Oversee all commercial aspects, including budget management, cost control, and achieving target margins.
• Provide line management to Site Managers, Engineers, and Site Foremen.
• Coordinate and manage supply chain partners, resolving issues and driving performance.
• Act as the primary point of contact for clients and stakeholders; build strong relationships and provide regular updates on project progress.
• Chair and lead project meetings, ensuring accurate documentation of discussions, actions, and decisions.
• Manage change control and client expectations through effective communication and risk management.
• Collaborate with designers to develop practical, cost-effective, and buildable solutions.
• Mentor and support the professional development of project delivery teams.
• Ensure all necessary method statements and risk assessments are in place and maintained.
• Plan and secure resources and materials to meet delivery schedules.

Qualifications

We’re looking for a confident, proactive, and highly organised individual who brings a passion for delivering quality civil engineering projects. You’ll be an experienced project leader with a strong track record in the water industry, particularly across complex infrastructure and non-infrastructure works.

You’ll have a problem-solving mindset, excellent interpersonal skills, and the drive to exceed client expectations in everything you do.

Essential Skills And Qualifications

• Degree, HND, or HNC in Civil Engineering (or equivalent experience)
• Minimum of 5 years’ experience in a similar Project Manager role within the water industry
• SMSTS (CITB)
• CSCS (Manager Level)
• CDM Awareness
• Strong understanding of construction contracts and commercial management

Desirable Skills And Qualifications

• APM PMQ (or equivalent project management qualification NEBOSH or IOSH Managing Safely
• Temporary Works Coordinator certification
• Proficient in MS Project or similar planning tools
• SEATS or Environmental Management training
