Job summary

Spinwell Global Limited is recruiting a Financial Services Manager for a 6-month contract in the public sector. Location is Hybrid/Redditch with 1 day on-site per week, Inside IR35.

You will manage financial planning, budgets, payroll, treasury, and risk, advising senior officers and ensuring sound governance. The role requires substantial Local Government finance experience, capital and revenue budgeting expertise, and CCAB qualification (CIPFA preferred).

Qualifications

• Post-qualification experience in Local Government finance.
• Experience managing capital and revenue budgets.
• CCAB qualification is essential; CIPFA strongly preferred.
• Ability to present reports to senior officers and committees.

Responsibilities

• Oversee operational and strategic financial planning, budget setting and monitoring, payroll, exchequer services, treasury management, capital accounting, insurance and risk management.
• Advise senior officers and support financial decision-making while ensuring robust controls and governance.
• Coordinate annual budget processes and production of statutory accounts.
• Monitor revenue and capital expenditure and lead Financial Services teams daily.

Spinwell is recruiting for a Financial Services Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE FINANCIAL SERVICES MANAGER

The post-holder will be responsible for the operational and strategic management of financial planning, budget setting and monitoring, payroll, exchequer services, treasury management, capital accounting, insurance and risk management. They will act as a key adviser to senior officers, supporting financial decision-making across the organisation whilst ensuring robust financial controls and governance.

The role includes coordinating annual budget processes, supporting the production of statutory accounts, monitoring revenue and capital expenditure, overseeing treasury activities, managing insurance arrangements, maintaining corporate risk management processes and leading Financial Services teams on a day-to-day basis.

SKILLS/EXPERIENCES OF THE FINANCIAL SERVICES MANAGER

• Candidates must have substantial post-qualification experience within Local Government finance, experience managing capital and revenue budgets, strong technical accounting knowledge, staff management experience, risk management knowledge and experience presenting reports to senior officers and committees.
• CCAB qualification is essential, with CIPFA strongly preferred.
• The client is looking for a candidate capable of operating at a senior level, building effective relationships across services and providing both strategic and operational financial leadership from day one
