Job summary

Derby City Council is seeking a Crisis and Resilience Programme Manager to lead the day‑to‑day management of the Crisis and Resilience Fund, using data and insight to target support for residents in financial hardship. You will work across services and with partners to strengthen financial inclusion and community resilience in Derby.

You will guide a frontline team, shape a developing programme, and report on governance, performance and value for money, turning evidence into practical service

Qualifications

• Experience in programme or project management.
• Recognised project or programme management qualification, or substantial equivalent.
• Governance, performance, risk management and assurance experience.
• Strong analytical skills to interpret complex data and turn it into recommendations.
• Experience with budgets or externally funded programmes and funding compliance.
• Ability to build relationships across organisations and influence partners.
• Experience of leading or managing people.
• Strong communication skills.
• Understanding of financial hardship and financial inclusion.

Responsibilities

• Lead day-to-day management of the Crisis and Resilience Fund programme with governance and financial control.
• Use data and community insight to identify emerging hardship and target support.
• Develop and lead frontline Customer Service Officers handling enquiries.
• Monitor funding, expenditure, outcomes and risks with clear analysis and recommendations.
• Build strong relationships with voluntary, community and statutory organisations.
• Monitor commissioned activity and demonstrate impact and value for money.
• Turn frontline insights into practical service and programme improvements.
• Coordinate reporting, evaluation and assurance with required evidence.
