Job description

OSDC

The Oxford Street Development Corporation (OSDC) has been established to deliver the transformation of one of the world's most iconic destinations. As a newly created Mayoral Development Corporation, OSDC is building its organisation from the ground up and is seeking an outstanding Financial Controller to play a key role in that journey. This is not a traditional Financial Controller role. As one of the early members of a newly established organisation, you will help design and implement financial systems, controls, governance frameworks and reporting processes from the ground up, creating the foundations for a high-performing public sector organisation.

The Role

Reporting to the Head of Finance, you will lead financial management and control across OSDC, ensuring strong governance, accurate reporting and effective stewardship of public funds.

Key responsibilities include:

  • Leading financial accounting activities, including the preparation of statutory accounts and supporting disclosures.
  • Managing the month-end and year-end close processes, ensuring the accuracy and integrity of financial records.
  • Maintaining robust financial controls, accounting policies and governance arrangements.
  • Leading external audit activity and ensuring compliance with relevant accounting standards and regulatory requirements.
  • Providing technical accounting advice to senior leaders and Board members on financial reporting matters.
  • Supporting the accounting treatment and financial due diligence of major transactions, projects and funding arrangements.
About You

You will be a qualified accountant (CCAB or equivalent) with strong experience in financial management, reporting and control.

You will bring:

  • Excellent technical accounting and financial control expertise.
  • Experience of budgeting, forecasting and financial planning.
  • A strong understanding of governance, risk and audit requirements.
  • The ability to provide clear advice to senior stakeholders.
  • Excellent communication and analytical skills.

Experience within local government, regeneration, infrastructure or the wider public sector is highly desirable. Candidates should ideally have knowledge of local government finance, the CIPFA/LASAAC Code, public sector governance, government grant funding, capital accounting and treasury management. As OSDC is a start-up organisation, this is a highly hands‑on role. You will be comfortable operating in an environment where not everything is yet established. You will enjoy solving problems, creating new processes and balancing strategic thinking with hands‑on delivery. No task will be too big or too small.

Why Join OSDC?

Help build a new organisation from the ground up. Shape the finance function and governance framework. Influence strategic decisions from the outset. Work on one of London's most significant regeneration programmes. Play a visible role in delivering lasting public value.

Assessment process

Once you have submitted an application, your details will be reviewed by a panel. If shortlisted, you’ll be invited to an interview/assessment.

Benefits

  • interest free season ticket loan
  • interest free bicycle loan
  • career average pension scheme
