Job summary

Adecco is seeking an experienced Finance Business Partner to lead the Housing Revenue Account (HRA) financial management in Wolverhampton on a hybrid basis with 3 days/month in the office. The role is an interim/fixed-term 12-month contract with a salary of £54k–£58k DOE plus benefits.

You will develop the 30-Year HRA Business Plan, manage budgets, monitor rental income and service charges, and provide strategic financial advice to Housing Directors and Budget Managers.

Qualifications

• Qualified accounting designation (CIPFA, ACCA, CIMA, ACA or equivalent).
• Significant experience in local authority finance, particularly HRA.
• Strong skills in HRA budget setting, financial reporting and capital programme management.

Responsibilities

• Lead HRA Financial Management with compliance and strategic alignment.
• Develop and maintain the 30-Year HRA Business Plan for sustainability.
• Prepare and monitor the annual HRA Revenue Budget and contribute to MTFP.
• Monitor housing income performance including rental income and service charges.
• Advise on policy changes and their financial implications.
• Manage the Housing Capital Programme, investments and refurbishment projects.
• Oversee annual financial reporting and local government accounting standards.
• Engage with Housing Directors and Budget Managers to provide financial advice.
