Job summary

Adecco is seeking a Finance Business Partner to lead Housing Revenue Account finance for a local authority. The role is hybrid in Wolverhampton, 3 days per month in the office, for a 12-month interim term.

You will manage the HRA budget, develop the 30-year HRA business plan, oversee capital programmes, and provide strategic financial advice to Housing Directors and Budget Managers. The ideal candidate holds CIPFA/ACCA/CIMA/ACA or equivalent, with strong local government finance experience.

Qualifications

• Qualified accounting designation (CIPFA, ACCA, CIMA, ACA or equivalent).
• Extensive experience in local authority finance, especially HRA.
• Strong skills in HRA budgeting, financial reporting, and capital programmes.
• Ability to engage with senior stakeholders and communicate financial information clearly.

Responsibilities

• Lead HRA Financial Management and oversee HRA operations.
• Develop and maintain the 30-Year HRA Business Plan.
• Support annual HRA Revenue Budget and contribute to MTFS.
• Monitor housing income performance (rental income & service charges).
• Advise on housing policy developments and implications.
• Manage the Housing Capital Programme and refurbishment projects.
• Lead annual financial reporting in line with local government standards.
• Engage with Housing Directors and Budget Managers to present data.

Our client is seeking a Finance Business Partner to take on a pivotal role in managing the Housing Revenue Account (HRA) for their extensive Housing Service. Key Responsibilities:

As a Finance Business Partner, you will:

Lead HRA Financial Management: Oversee all aspects of Housing Revenue Account financial operations, ensuring compliance and strategic alignment.

• Develop Business Plans: Maintain and enhance the 30-Year HRA Business Plan to ensure long-term sustainability and affordability.
• Support Budgeting: Prepare and monitor the annual HRA Revenue Budget while contributing to the Medium-Term Financial Strategy.
• Monitor Performance: Review housing income performance, including rental income and service charges.
• Advise on Policy Changes: Provide critical financial insights on housing policy developments and their implications.

In addition, you will:

• Manage Capital Programmes: Support the financial management of the Housing Capital Programme, including investment and refurbishment projects.
• Lead Financial Reporting: Oversee annual financial reporting, ensuring compliance with local government accounting standards.
• Engage with Stakeholders: Partner with Housing Directors and Budget Managers to deliver strategic financial advice and present financial data effectively.

About You:

The ideal candidate will be a commercially savvy local government finance professional with:

• A qualified accounting designation (CIPFA, ACCA, CIMA, ACA or equivalent).
• Significant experience in local authority finance, particularly within the Housing Revenue Account.
• Strong skills in HRA budget setting, financial reporting, and capital programme management.
• A proven ability to engage with senior stakeholders and communicate financial information clearly.

Desirable Experience:

• Background in managing housing stock portfolios and large-scale social housing operations.
• Familiarity with housing development appraisals and funding models.
• Experience in homelessness prevention, grant funding, and housing transformation projects.
