Job summary

Ministry of Justice (MOJ) seeks an experienced Area Property Operations Manager to oversee facilities and property operations across HMP Stile and HMP Thorn Cross.

The role covers day-to-day operations, maintenance, compliance, safety documentation, contractor management, and reporting on performance and risks. Contract runs until 31 January 2027 and BPSS/enhanced HMPPS vetting is required. You will coordinate stakeholders and drive continuous improvement across property and facilities functions.

Qualifications

• Experience in property, estates or facilities management in a complex setting.
• Strong knowledge of health & safety and regulatory compliance.
• Proven ability to manage contractors and cross-site operations.

Role Summary

Seeking an experienced Area Property Operations Manager to oversee facilities and property operations across HMP Stile and HMP Thorn Cross.

Key Responsibilities

• Manage day-to-day property, estates and facilities operations across both sites.
• Oversee maintenance, security, compliance and associated services.
• Monitor performance against health & safety, cost, programme and quality targets.
• Identify risks/issues and implement appropriate remedial actions.
• Manage technical specifications and safety documentation through to implementation.
• Manage stakeholders, contractors and technical teams.
• Ensure statutory, regulatory and organisational compliance.
• Provide reporting on performance, risks and operational issues.
• Support continuous improvement across property and facilities operations.

Key Requirements

• Strong background in property, estates, facilities or building operations management.
• Experience within a complex, regulated or operational environment.
• Good knowledge of maintenance, compliance, health & safety and technical requirements.
• Experience managing contractors and stakeholders.
• Strong technical, organisational and communication skills.
• Ability to manage multiple priorities and sites effectively.
